I think there should be a cut off for the challenge tour maybe the top 128 who didn't get a tour card can play challenge tour. Then offer more cards out to the challenge tour at the end of season.

I can see the PDC have a problem with the potential attendance at Challenge tour if the entries exceed what is manageable, it is ok saying double the dates available, but that doubles the costs of hiring venue, paying staff moving equipment on what for the PDC is really not a priority.
