Why are the BDO struggling to do this?

The answer is simple.
They have nobody on board with the skills to do it. And when they do get decent help in the blow it by not being helpful and encouraging to them.

They've missed the boat.
In the eyes of the companies that would be willing to sponsor an event, they haven't got a package to put together to sell.
They've did really well to get the Mirror for the Blackpool thing, but I can't see what the Mirror got out of sponsoring an event shown on Eurosport?!?!
The PDC seem to have everything in place to announce deal after deal. All down to the power of Barry Hearn and his team.

The biggest issue might be that the BDO/WDF circuit is less than the sum of its parts. The BDO as a whole just isn't set up to take advantage even when something goes well for them. Did they get to derive anything worthwhile from Scott Waites becoming Lakeside champion? Young-ish player, capable of world-class performances, loyal to the BDO system, big name value (albeit derived in large part from PDC tournaments) - should have been a dream scenario. Instead the publicity factor during the following year was basically zero, and Waites himself actually made fewer appearances in circuit events than ever before.
It's a bit weird, in the "cut-throat competition with no camaraderie" PDC all players contribute to the health of the brand (most of all through the PL where 10 players bring in revenues that all other players profit from), while in the "we're a happy family" BDO it's pretty much every player going into business for himself.

Outside of the World Championships what do they even have worth sponsoring? The Masters is their next biggest event but that doesn't have interest to anyone other than hardcore darts fans these days, so they're only going to attract companies like Winmau. I actually think giving away the sponsorship for the World Trophy was the right move (assuming that is indeed what happened). It couldn't have been worth much more than low-five figures anyway, better to use it to try and generate some publicity for the event.

As was said in the ITV documentary, in the old days when darts was popular having sponsors was easier, but when things got bad, the bdo sat on their hole and thought sponsors would keep turning up.
They had no idea that they had to hunt them down or hire people who knew what they were doping, 2 decades later and still the bdo have not grasped it, they never will.
Idiotic clueless simpletons, who might mean well but lacking in every department.

All you have to do to understand the why is look at the Lakeside stage. The BDO is stuck in the 70's both visually and mentally. Corporations want fresh and exciting. The BDO is the exact opposite. Same with the ADO here in the states. The ADO can't even grasp that best of 3 legs might be a bit dated.
