So the application was turned down because it was never provided with a business plan that it never requested?

That's about it ! Let's see if H will tell you the other reason , seemingly when they realised we had followed the correct procedure.
One thing about H is that he knows his paperwork the IOM tender process would have made most people walk away lol.
