Yes but it's a bit different when you trying to grow the game globally can't really call it a world championship if your only going to have Western European players in it. Though I do think the PDPA qualifier should be restricted to tour card holders only.
It's exactly the same as shit Asian/African teams qualifying for the football World Cup while some better teams miss out. No one is stupid enough to criticise the FIFA over that

South America would deserve even more spots based on teams' quality.
Of course there are only 10 teams so they can't give them more (It's 4.5 places now BTW)
