They all should be allowed to. Sadly there is an issue with communication in the BDO and it is set from the top. They may argue that countries do not pass on info to them, but the top of the BDO have set the tone with the often lack of information about some of the biggest events.

I think its a bit of both. It needs proactive effort from both sides. The Jacklins obviously do that when promoting their stuff which you can't knock them for. It does make the official page look a bit weighted though to say the least.
