I don't think that's what they mean. He can qualify through the PDC route, only as it stands his UK open qualifier win is 17th in line for 16 spots (first majors, then European tours, then pc's and only then UK open qualifiers) . The PDC affiliated PDPA are saying it's Durrant, plus 7. Ratajski apparently "can't qualify" from either route as it stands - their words not mine.

"This list can produce a maximum of 28 players. If it produces more than 16 players, they shall be taken in order as listed above and no further players shall qualify automatically.
