Coming to the uk to average in the mid 80s in the challenge tour isn’t going to make much financial sense, especially when if he stays doing the American tour he could get himself a wsod event

The WSOD qualifying events are not tied to the main North American tour, it's just a series of qualifiers they have just before the Las Vegas event which double up as a qualifier for the Ally Pally qualifier. Smith even played in it last year despite not playing the full CDC tour, as did Murschell who was on the ProTour.
