I notice it says referees will have the power to deduct legs in the event of "persistent over-reaction".
The definition here of "persistent" is vague enough that one of two things will happen.
Either no-one will be deducted a leg regardless of what they do (the most likely outcome), or the definition of "persistent" will vary so wildly from referee to referee, and more importantly, from player to player, that this new rule will quickly descend into farce.

Don't think it'll be that drastic, he's had the problem for a while but it's not stopped him being the best player in the world in patches.
