The local council probably shat themselves that it may move away from the area so no doubt some, ahem, "compensation" will be making up for it.....

That sounds more like the council is taking a loss because the event is going to generate less revenue for them specifically (food sales etc.?), not that the event as a whole is losing money for the PDC.
