I've put my predictions in for the first 2 rounds.
Just doing it for a laugh though, not for money.
This time of year with 2 small kids, I've got no chance of remembering to put predictions in for every round. I'm bound to miss something.

I can understand why in the past competitions were restricted to those who had contributed a certain amount to the forum. After all, contributors are the lifeblood of any forum. I always saw it as encouraging participation in discussion rather than punishing the lurkers. Nothing wrong with lurking if that's what you want to do, and as you say every forum has them. I was a long time lurker before joining up and can honestly say I've found the forum much more rewarding and enjoyable since I did actually start taking part.
I suspect David Owen is just on one massive fishing trip.
