It'd make things more complicated.
To keep things simple you need a power of 2 boards so you can assign a group of players to a single board.

If you look at the Tournament calendar there really isn't much room.
Presumably they have the same crew doing the Pro Tour, Challenge Tour and Development Tour and that fills things up.
Challenge Tour and Development Tour weekends are during European Tour and World Series weekends.

8 practice boards ain't really enough for that amount of players, must be a real pain trying to get warm for a game.

Not so bad after the first round but before that every board is 5/6 players minimum on them . Can use the match boards up until 5 mins before start time.
