If Cadby is still stuck in Aus and this isn’t BDO ranked would he be allowed to qualify and easily walk away with the money?

Organisers could still choose to ban tour card holders in theory.

I doubt the PDC will let him while he has a tour card - firstly it is organised by the PDC's rival organisation in Australia, secondly he won't be allowed to play if it's broadcast, which it will be. They would not want one of 'their' players playing in such a high profile event for the other side.

Exactly. Since it doesn't cost him to keep his tour card, it'd be costly to give it up. Then he'd have to go through the whole qualification process again.

It's not like he'd benefit much from playing WDF/BDO. The biggest earners are UK tournaments.
