I doubt the PDC will let him while he has a tour card - firstly it is organised by the PDC's rival organisation in Australia, secondly he won't be allowed to play if it's broadcast, which it will be. It must be obvious to him the pdc are not breaking their backs trying to help him with his visa.
There will surely come a point where he will have to decide if he wants to keep waiting in this visa, which he may never get, or simply play wdf events and make money from them

Exactly. Since it doesn't cost him to keep his tour card, it'd be costly to give it up. It's not like he'd benefit much from playing WDF/BDO. The biggest earners are UK tournaments.

Seeds have been announced. I believe Darts Australia have also signed a deal with Darts Connect for comprehensive scoring at some of their events.
