Nick Kenny said he was playing in this a couple of days ago.. His last appearance as a BDO player he said...

Someone probably needs to tell him the PDC rules then.

So Nick Kenny has advised he has special dispensation from the PDC and WDF to compete in the Dutch Open and Romanian Open before his Tour card events...

Same as last year with John Michael. No dispensation from WDF or BDO, just the PDC. If the tour card isn't active until the 1st PC weekend then very sensible by the PDC. Again just like last year. Times will only be changing if the PDC allow it after the start of the season.
