Not sure if the letter is genuine or not, but a couple of things that are clear.
1) Des just wings everything, makes things up as he goes along, rarely consults anyone on his decisions and is recklessly cavalier with the BDO's cash to the point where it's nearly all gone.
2) Continuing to spaff the money away knowing that it will bankrupt the company is almost certainly a criminal act. I can see the BDO collapsing and Des doing some porridge as a result of his recklessness and stupidity. That will ruin his lovely, orange David Dickinson tan.

the reason the letter was to be sent was to stop the directors possibly bankrupting the BDO but now it goes after the o2? what's the logic.
Unless, of course, the letter being leaked as caused some kind of response that has made the author back off?

No, I agree. Jacklin should have not run the World Trophy and instead invested the money into hiring people to reduce his workload.
