No he isn't excluded from the debate, as you have included him.
In the eyes of the vast majority he is far from a viable contender to be considered as the world's best player. If and when he wins a PDC Major, then his inclusion as a possible might be a realistic one.
For what it is worth, Imo MVG is still the best player in the World, however at the moment the only two other contenders who deserve a mention are Wright and Price. Clearly the Top 3 by the proverbial country mile, as evidenced by their respective positions on the OOM.

I never said he was the best player in the world. I don't think there is a single best player in the world at the minute. Rather 3 or 4 players who are roughly equal. Those being MVG, Wright, Price and Durrant.
