"they" you mean the people with disabilities are using this because they are not able to throw a dart.
The pendulum (if you watched the video properly) has to spin around the satellite a full circle before you can score.
The magnet that sticks as near to a number is counted so the score goes from 201 down to as close to 0 as possible. We also have protruding dots at each number, this is actually setup as brail for visually impaired people.
