Possibly stupid question but if in the future Cadby were to win the DPA rankings or Oceanic Masters, could the PDC refuse to grant him an Ally Pally place and hand it to the runner-up, or deny him a spot in Q-School if he attempted to go for it?

Is a visa the issue? If so then it doesn’t matter what the PDC want.

There is next to no chance of Cadby playing the WC Qualifier. We have been here before.
