To be fair its highly unlikely that any of them would have done well enough to get into the Pro Tour.

With numbers like this I think prelim round 1-2 play best of 7 then best of 9 from last 64 if they want 2 events a day

You're assuming this is just a willingness thing. Can he stay in the UK (or come to the UK) to play darts for money without the correct visa? Assume the PDC cannot 'sponsor' him without a tour card?

Maybe not, but if you wanna play the pro tour and do not win a card, the event to be is the first challenge tour weekend.
