It has to be those that can’t play on a stream, which is the TC holders. They haven’t band wes newton this year as an example.
The BDO rule change was to cover the women in the main, but also that they can’t guarantee how lakeside will be going forward. It’s allowing the 56 lakeside players an opportunity to dip their toe into the PDC without reprucution.

But even if it's just the 128 then why bother? really the bad publicity alone makes it a silly decision especially since it is unnecessary.
As already said, what happens if all your Last 8 in an event are TC holders and you are streaming from the semis onwards and they all just pull out?
As already said they have to assert on the entry form that they can play on the stream or their entry is void, there are only 128 tour card holders and everyone knows who they are, if they can't play on the stream then they can't play at all but to make a rule banning them is silly. Far better to have the rule on the entry form that says "you must be able to play on a live stream if selected"
If you are a tour card holder, with guaranteed number of events that are guaranteed to pay out £x for no entry fee, why would you want to pay to enter one with, likely, a lower level of playing conditions and prize money anyway?

Sounds to me as this would all be fine if the PDC stopped limiting it's players as to where and where not they can play. Not an EDO problem why should they change the way they organise events to fit in with the inflexible and restrictive ruling of the PDC. Maybe once the PDC come up to speed and stop this archaic bullying the EDO will relax their ruling.

Paulyboy has made the point to me that if they're streaming events on stage from semis onwards and 4 tour card players get to the semis and then cannot play on the stream due to PDC rules then the sponsors of the EDO events would not be exactly chuffed. And it's a fair point.
Hearn has made noises about protecting the PDC brand but that's largely nonsense.
A PDC player winning an EDO event gives publicity to the PDC.
