Well, they can. They changed the rules a couple of years ago so the PDC can pick who they want. It's purely an invitational event.

Even though he doesn't really want to play, all he has to do is have enough money to retain his tour card and then he can have one more half-arsed attempt.
But I think he'll just retire and do some TV work. TV will keep his name out there and earn him and his ex-wife some money.

This year has shown that his game has degenerated to a huge degree, and in all fairness, don't think any genuine darts fan wants to see Raymond embarrass himself and tarnish his reputation as one of the best ever players.
