Wes Newton won the Las Vegas Open 2009.
Because its organised by the ADO. And its up to them.

The law in both America and Canada does not allow exclusions to events played on their soil.

Its actually a wdf ranked tourney, and our national organization falls under the wdf banner. Couple years ago in Saskatchewan, John Part played for his home province and won the singles championship. I think they subsequently changed the rules to exclude John from playing but Im not sure on that one...
