Different rules depending on draw done / draw not done. Players are free to get the PDPA to lobby for a rule change by the PDC for the future, I suppose...

This.

The qualifier from the Phillipines pulled out after the draw was made, after which Colin Osborne replaced him being the highest ranked player on the OOM

3.6 In the event of a player withdrawing from a Premier event due to personal or disciplinary reasons before the draw for the event has been made, the next available non-qualified player from the Order of Merit through which the unavailable player qualified will be invited to participate in the event. In this instance, the players ranked below the unavailable player will all move up one place in the seedings, where appropriate.

3.7 In the event of a player withdrawing from a Premier event due to personal or disciplinary reasons after the draw for the event has been made, the next available non-qualified player from the main Order of Merit (or ProTour Order of Merit in the case of the Players Championship Finals) will be invited to participate in the event and will take the place of the withdrawn player directly in the draw with no alteration made to seedings if applicable.

So it's basically:

Kellett replaces Burnett in main order of merit;
RJR replaces Kellett in ProTour OOM.
De Vreede replaces RJR in Euro OOM.

In essence, as the draw hasn't been made, they rework the rankings with Burnett removed.

Yup and it totally makes sense. Ross Smith or anyone else can't say anything about it.

THE PDC can confirm that Richie Burnett has been removed from the field for the 2014/15 William Hill World Darts Championship for personal reasons.

Burnett's absence means Stuart Kellett will become the 32nd seed for the event, with all seeded players below Burnett in the top 32 moving up one place.

Resultingly, Rowby-John Rodriguez becomes a ProTour Order of Merit qualifier and Ryan De Vreede steps up to qualify for the last 64 as the fourth highest placed non-qualified European from the ProTour Order of Merit.

I think that's a pretty confusing statement after all the rumours of today. We don't even know for how long he's suspended. I'm organizing a darts exhibition for charity in Holland in March and normally Richie Burnett would join us, but now we have to first find out what's going on and more importantly how long he's banned and whether he's going to play again.
Want to see Michael Van Gerwen, James Wade, Kim Huybrechts, Vincent Van Der Voort and some others play darts for charity in Eindhoven, Holland on March 29, 2015... Join us at the Black Roses Darts Charity

mick magowan got screwed over one year when a losing Russian qualifier got in despite him being next on the ranking list, seem to just make it up to suit whatever result is needed each year.

on substantive issue there is some hypocrisy banning Ritchie burnett for a line of coke or whatever given wat blind eye has been turned to over the years

Are you saying a line of coke should be ignored?

If this is the case i suspect peter Wright will be a happy man and Wadey will not now that he potentially has Bunting in the second round.

Also Gives Anderson a possible match with klassen in 2nd Round instead of Lewis and Gives Taylor mark Webster who whilst he has not been in great form recently will prove i think more dangerous than John Part(Part was and always will be one of the Greats but nowadays his scoring power is not there)

If it's coke then of course he should be banned...and nobody has been screwed over as far as qualifying is concerned...it's blindingly obvious how de Vreede got in.....I can't see any issue here at all.

Guys surely to god you can see the logic behind having a world championship which has players from all around the world? The world cup in football is made up with some pretty crap teams while better teams sit at home. The oom is a red herring.... its perfectly obvious why the PDC wants to mix it up where possible.
